In his first season playing collegiate basketball in 2019-20, Harman was voted the Allegheny Mountain Collegiate Conference's Newcomer of the Year while also taking second team All-AMCC honors. The sophomore played in all 28 games for the Lions, including making 24 starts. In the AMCC, he ranks second in steals (50), third in blocks (48), blocks per game (1.7), and defensive rebounds (180), fourth in total rebounds (226) and steals per game (1.8), fifth in rebounds per game (8.1), sixth in field goals made (148) and points (411), ninth in free throws made (92), 13th in offensive rebounds (46), 16th in assists (67), and 18th in points per game (14.7) and points per 40 minutes (20.4).

Harman recorded eight double-doubles this season for the Lions, and he also set a new Penn State Altoona men's basketball single season record for defensive rebounds with 180.

Penn State Altoona men's basketball finished the season with a 16-12 overall record, including going 11-9 in the AMCC to place fourth in the conference's regular season standings. The Lions reached the AMCC's final four, defeating Hilbert College in the first round before suffering a loss to eventual champion La Roche University in the semifinal round.

Penn State Altoona's season did not end there, however, as the Lions earned a berth into the Eastern College Athletic Conference's Division III Championship Tournament. The team hosted Hood College in a first round game, but the Lions were eliminated from the tournament after a close loss.
